What is HSA?

Administration
FSAs are employer-owned and not administered by your health insurance, while HSAs are controlled by the individual.

With an HSA, you can roll over unused funds indefinitely, even if you change health plans, employers, or retire. FSAs generally don't allow for rollovers, and unused funds may be forfeited back to your employer.

With an HSA, you can make withdrawals with a penalty, but you typically pay a 20% penalty if you use the funds for non-medical expenses. FSAs generally don't allow withdrawals
